St. Minver Highlands Annual Parish Meeting 2011

St Minver Highlands held its Annual Parish Meeting on 22nd March 2011 where various organisations attended and gave their respective reports. This was an opportunity for local residents to receive an update on their area and to ask questions relating to the parish.

The Chairman, Councillor Rob Harris, welcomed everyone to the meeting and gave the Chairman`s Report for the last year.

Chairman’s Annual Report 2011

Good evening to you all and welcome to this year's Annual Parish Meeting for St Minver Highlands.

My name is Robert Harris and I took over as chairman from the last chairperson Mrs Jayne Shepherd in May 2010. I would like to thank her for her time and the hard work she put in during the period she was in the chair.

I would also like to thank all the present committee members for their work and dedication throughout the last 12 months and for also voting me into the chair of the council. It is indeed a great honour.

We have lost 3 councillors this year:-

  • Clive Blake who has moved out of the area.
  • John Beagley and Paul Diamond due to health reasons

We wish them all well for the future and thank them for their support.

We would also like to welcome two new members this year:-

• Mike Parnell, Carruan Farm and Brian Owen, Tredrizzick

We do still have a space at the moment for one more member and we have had a local person showing interest in joining us at the next meeting in April.

Over the last 12 months we have received and dealt with 5O planning applications, slightly down on last year.

We do try to be fair to all applicants, whilst keeping a high standard on local development.

Cornwall Council:
The unitary authority of Cornwall Council continues to evolve (we will no doubt hear more from our Cornwall Councillor, Brian Gisbourne later) The possibility of devolving of some of the local services for the Parish Councils to take over has been suggested, for example; Public conveniences etc (this is currently in a consultation stage).

Highways Issues:

  1. Pot holes continue to be a bane of the Parish if not the whole of the UK road system. As a council we constantly reporting and chasing up repairs of our local roads. If you spot a bad pot hole or a problem with the road surface please report it to our clerk Helen, whose phone number you can find on the Parish notice boards.
  2. The joint highway group have been looking into the possibility of a shared cost of extra double lines in New Polzeath.

Initially we were under the impression that the parish council was expected to pay around £1000 towards the bill, but after further investigation we were told the bill could be between £8000 and £10000. Councillors were not prepared to pay this high price so we backed out of the scheme.

Joint Council Meetings:
This year we have held joint meetings with St Minver Lowland Parish Council on various issues that impact on the area as a whole. Although the two parishes are quite distinct we do overlap geographically and share issues so it makes sense to work together.

We are in the infancy of providing an informative and useful website for our parish. We are currently updating our policies and these together with other relevant information including contact details etc. will be available online.

Your parish council is responsible for the upkeep and maintenance of all footpaths in our Parish.
Grass cutting of our verges and footpath maintenance first cut of the season will be in April.
We walk some of the footpaths each year with the help of local residents who are very good at informing us of any problems and we endeavour to resolve them as best and as soon as we can.
All your committee welcome residents to attend monthly meetings and members are keen to hear about any comments, queries or complaints you are interested in, or you want to bring to our attention.
